Ruth’s attorneys claim they are no longer able to adequately represent her due to a failure to communicate over basic issues of the case. The transfer comes as Ruth is still laying allegations against Carter, who has repeatedly denied responsibility.

The request does not end Ruth’s case against Carter, but it creates a new complication in an already lengthy legal battle. Her legal team is now asking a judge for permission to step away from representing her.

According to TMZ, Ruth’s attorneys told the court they could “no longer adequately represent [Shannon]” because of a “breakdown in communication on fundamental issues of the case.” The lawyers also said they believe Ruth has moved from Nevada to Washington.

The attorneys reportedly do not know exactly where Ruth currently lives in Washington, adding another layer to their difficulty communicating with their client. Their request now puts the focus on whether the judge will allow them to withdraw from the case.

Ruth previously sued Carter over an alleged encounter she says occurred in 2001, when she was 17. Carter has denied the allegations and has maintained that the incident did not happen.

The latest legal development follows an earlier clash over Ruth’s testimony, with Carter’s legal team raising questions about how much she could recall during her deposition. The dispute became another point of contention as Carter continued fighting the allegations against him.

The Blast noted that Carter’s attorneys claimed Ruth repeatedly said she “did not remember” or “did not know” when asked questions during the deposition. The filing cited 146 instances of her saying she “did not remember” and 64 occasions when she said she “did not know.”

Carter’s lawyers also alleged that Ruth deceived supporters of a sexual assault victim support group who donated funds to the group for what they called a bogus medical emergency. Carter’s attorneys made those statements in an effort to discredit Ruth in a court case that has been ongoing.

Another Accuser Later Brought A Separate Lawsuit

The legal pressure surrounding Carter grew further in 2025 when Laura Penly filed a separate sexual assault lawsuit against the singer. Penly alleged that she first met Carter in 2004, when she was 19, and that their relationship later became abusive.

As reported by The Blast, Penly claimed that Carter ignored her refusals during multiple encounters and alleged that she later developed serious health problems. She sued Carter for sexual assault and emotional distress, seeking compensation for the damages she attributed to the alleged encounters.

Carter’s attorneys rejected Penly’s allegations and argued that the lawsuit was part of an effort to damage the singer and his family. They also said Carter did not recall meeting Penly or having a sexual relationship with her, while challenging her credibility and the claims made in the lawsuit.

As his legal battles continue, Carter was also busy in the music world, launching the official music video for his track “Searchlight” in July 2025. The track was reportedly released on his solo album, “Love Life Tragedy,” which hit the No. 1 spot on the iTunes Worldwide Top Albums Chart upon its May 15th release.

Carter also spoke about the personal meaning behind the album, explaining that each song represented part of his story. The Blast reported that he continued promoting the project with limited-edition releases and planned solo performances in Illinois.
